    THE ARRIVAL LAST MONDAY (FEBRUARY 10) OF THE NUCLEAR-POWERED U.S. SUBMARINE "HADDOCK" FOR A 12-DAY VISIT, HAS TRIGGERED-OFF A SERIES OF DEMONSTRATIONS STAGED BY ZENGAKUREN STUDENTS AND UNIONISTS OF THE JAPAN SOCIALIST PARTY. THE DEMONSTRATORS, WHO RALLIED AT THE YOKOSUKA CITY SEASIDE PARK NUMBERED 1,700 BY THE TIME THEY REACHED THE U.S. NAVAL BASE WHERE THE "HADDOCK" WAS BERTHED. POLICE WERE OUT IN FORCE AND THE DEMONSTRATION WAS ORDERLY - WITH NO INCIDENTS OR CASUALTIES REPORTED.

    THE 3,750-TON "HADDOCK" IS A THRESHER-TYPE SUBMARINE WITH 109 CREWMEN - IT IS THE 12TH NUCLEAR-POWERED SUBMARINE TO VISIT THE YOKOSUKA BASE AND THE 27TH TO BERTH AT A JAPANESE PORT SINCE NOVEMBER 1964.

    THE DEMONSTRATION, WHICH WAS LED BY THE SOCIALIST, JAPAN'S LARGEST OPPOSITION PARTY, DEMANDED THE IMMEDIATE DEPARTURE OF THE SUBMARINE FROM A JAPANESE PORT; THE RETURN OF OKINAWA TO JAPAN; AND THE NON-RENEWAL OF THE U.S.-JAPAN MUTUAL SECURITY PACT.

    THEY ALSO ADOPTED A RESOLUTION PROTESTING AT THE HIGH RADIATION DETECTED IN THE AIR AROUND THE PORT DURING THE LAST WEEK. THESE RADIATION READINGS, WHICH GOVERNMENT SCIENTISTS ADMITTED TO BE HIGHER THAN NORMAL, WERE ATTRIBUTED TO U.S. WAR VESSELS USING RADIOACTIVE ISOTOPES FOR RADAR OPERATION AND CHECKING PURPOSES - ALTHOUGH THE "HADDOCK" WAS EXCLUDED FROM THESE FINDINGS. IN THE YOKOSUKA RALLY RESOLUTION, THE DEMONSTRATORS CONDEMNED THE GOVERNMENT EXPLANATIONS OF THE HIGH READINGS AS "GROUNDLESS AND DECEITFUL".

    THE JAPANESE COMMUNIST PARTY IS REPORTED TO BE PLANNING ANOTHER RALLY AND DEMONSTRATION AGAINST THE "HADDOCK" NEXT WEDNESDAY (FEBRUARY 19).
