    In Singapore the English language newspaper The Herald, which has been attacked by the Prime Minister, Mr Lee Kuan Yew, has continued to publish despite political and financial pressures.

    Mr Lee said he was dubious about the newspaper's sources of capital and he believed it was part of a 'black operation', his term for a subversive campaign mounted outside Singapore.

    Following Mr Lee's attack the Chase Manhattan Bank gave the newspaper 48 hours to repay the money it had borrowed. But then the deadline was extended and in the latest move an unnamed Singapore financier has offered to launch a rescue operation subject to certain conditions. He stipulated that a receiver be appointed and shareholders in the new venture be Singaporeans. He also stipulated that the Government accept the paper's right to criticise Government policy in good faith.

    Meanwhile the newspaper has launched a "Save the Herald" campaign and appealed to the public for donations. The 200 members of the staff voluntarily worked without pay.

    The crisis surrounding the newspaper drove up its circulation and the newspaper took advantage of this and published its first-ever Sunday edition.
