    UNITED NATIONS SECRETARY-GENERAL U THANT, ARRIVED IN CAIRO YESTERDAY (TUESDAY) TO SEEK A PEACEFUL SOLUTION TO THE MIDDLE EAST CRISIS IN TALKS WITH PRESIDENT NASSER.

    SINCE HE LEFT NEW YORK, THE CRISIS HAS WORSENED FURTHER WITH PRESIDENT NASSER'S ANNOUNCEMENT THAT THE UNITED ARAB REPUBLIC IS TO DENY ISRAELI SHIPS ENTRY TO THE GULF OF AQABA. SHORTLY BEFORE THE START OF PEACE TALKS TODAY (WEDNESDAY), THE AUTHORITATIVE NEWSPAPER AL AHRAM REPORTED HIS EGYPTIAN ACTION IN MINING THE TIRAN STRAIT, GATEWAY TO EILATH, ISRAEL'S ONLY PORT ON THE GULF. THIS HAS BEEN DENOUNCED BY ISRAELIS ASIA FLAGRANT VIOLATION OF MARITIME LAW.

    THE TIRAN STRAITS IS A NARROW WATERWAY ONLY 1,300 FEET WIDE WHICH LINKS THE RED SEA WITH THE GATE. ALL SHIPS BOUND FOR EILATH MUST PASS THROUGH THIS SLIM NECK OF WATER. EILATH IS ONE OF ISRAEL'S THREE MAJOR PORTS WHICH HAS BEEN DEVELOPED AS ISRAEL'S GATEWAY TO EAST AFRICA AND ASIA. EGYPTIANS HAVE BARRED THE USE OF EILATH PORT FOR EIGHT YEARS -- UNTIL ISRAEL TROOPS OCCUPIED SHAREM EL SHEIKH SINAI PENINSULAR CAMPAIGN IN NOVEMBER, 1956. ISRAEL FORCES SUBSEQUENTLY WITHDREW AND HANDED OVER THESE STRONGHOLDS TO UNITED NATIONS FORCES, WHO HELD THEM UNTIL NOW.

    U THANT WAS GREETED ON ARRIVAL BY MR. MAHMOUD RIAD, U.A.R. FOREIGN MINISTER AND MAJOR GENERAL IDAR JIT RIKHYE, INDIAN COMMANDER OF THE U.N. EMERGENCY FORCE WHO ARRIVED AN HOUR AHEAD OF THE SECRETARY GENERAL. THE FORCE WAS BASED ALONG THE EGYPTIAN BORDER WITH ISRAEL UNTIL ASKED TO LEAVE LAST WEEK.

    U THANT MADE NO STATEMENT AT THE AIRPORT. BUT AS HE WALKED TOWARDS THE AIRPORT BUILDING, WORKERS BURST INTO APPLAUSE AND SHOUTED "GOD IS GREAT. LONG LIVE NASSER. EGYPT WILL WIN."
    OTHER POTENTIAL FLASHPOINTS EXPECTED TO BE DISCUSSED ARE THE BUILDUP OF ARAB STATES AND THE WITHDRAWAL AT CAIRO'S REQUEST OF THE UNITED NATIONS PEACE-KEEPING FORCE -- 3,400-MAN STRONG -- IN THE SINAI DESERT AND THE GAZA STRIP. HOWEVER, U THANT WILL URGE ON THE POSSIBILITY OF RETAINING AN EFFECTIVE PEACE-KEEPING FORCE.

    U THANT HAS NO PLANS, SO FAR, TO VISIT ANY OTHER ARAB CAPITALS, OR ISRAEL, AND IS EXPECTED TO MAKE AN EARLY REPORT TO THE COUNCIL ON HIS RETURN TO NEW YORK.

    MEANWHILE, REPORT FROM CAIRO SAID AN EGYPTIAN CRUSIER, FOUR TORPEDO BOATS AND TWO SUBMARINES HAD PASSED THROUGH THE SUEZ CANAL, APPARENTLY HEADING FOR THE RED SPA TO BLOCADE THE GULF. IN TEL AVIV, THE NEWSPAPER MAARIV SAID ISRAELI NAVAL FORCES IN THE GULF WERE STANDING BY TO FOIL ANY ATTEMPT BY EGYPT TO INTERFERE WITH SLIPPING.

    DESPITE THE EGYPTIAN BAN, A PANAMANIAN FREIGHTER SAILED INTO THE ISRAELI PORT OF EILATH YESTERDAY MORNING AFTER PASSING THROUGH THE GULF OF AQABA DURING THE NIGHT.
