    The United States government deliberately signed what it called a false confession of espionage inside North Korean territorial waters in order to free the crew of the U.S. surveillance naval ship. The extraordinary action was authorized by President Lynd Johnson and explained to the people of the United States by Secretary of State, Dean Rusk, in a filmed television statement on Sunday (22 December).

    Mr. Rusk said that lengthy negotiations had turned up no other way, accepted to both North Korea and the United States, of liberating the 82 surviving prisoners of the United States intelligence ship which was seized last 23 January.

    "I know of no precedent in my 19 years of public service said Mr. Rusk in a statement announcing the handling over of the prison to American representatives at the truce camp at Panmunjon, Korea. Mr Rusk went on, "Apparently the North Koreans believe there is propaganda value even in a worthless document which General Gilbert Woodward publicly labelled false before he signed it."
    U.S. State Department officials could not cite any previous case in international law in which a government had announced that it was about to lie, ineffect,and still achieve the desired result.
