MEMBERS OF THE DEMOCRATIC REPUBLICAN PARTY, WHICH HOLDS 114 OF THE 175 ASSEMBLY SEATS, QUICKLY OVERPOWERED THE 45-MAN NEW DEMOCRATIC PARTY, WHICH HAD BEEN STAGING A PARLIAMENTARY "SIT-IN" FOR THE PAST 10 DAYS TO TRY TO BLOCK THE BUDGET BILL.

    THE GOVERNMENT RUSHED THE BUDGET -- WHICH PUSHED UP SPENDING BY 35 PER CENT TO ABOUT GBP340,000,000 STERLING -- INTO PARLIAMENT SHORTLY AFTER PASSING IT AT A COMMITTEE MEETING BOYCOTTED BY THE NEW DEMOCRATS. THE VICE SPEAKER WAS ABOUT TO PRESIDE OVER THE BUDGET DEBATE WHEN THE BATTLE BEGAN. HE ABANDONED PARLIAMENTARY PROCEDURE AND SWIFTLY DECLARED THE BILL AS PASSED WHILE ANGRY MEMBERS EXCHANGED BLOWS.
