  • Description

TRANSCRIPT: INTERVIEWER: QUESTION: "ON NEUTRALIZING SOUTH-EAST ASIA: DO YOU FEEL THAT IT WOULD MAKE OUR OBJECTIVES OR MAKE OUR WORK THERE MORE DIFFICULT THAN IT WOULD BE OTHERWISE?"

PRESIDENT JOHNSON: ANSWER: "YES. I DO NOT AGREE WITH GENERAL DE GAULLE'S PROPOSALS. I DO NOT THINK IT WOULD BE IN THE INTERESTS OF FREEDOM TO SHARE HIS VIEWS. GENERAL DE GAULLE IS ENTITLED TO HIS OPINIONS AND HE HAS EXPRESSED IT; WE HAVE EXPRESSED OURS. WE THINK THAT THE COURSE OF ACTION WE ARE FOLLOWING IN SOUTH-EAST ASIA IS THE ONLY COURSE FOR US TO FOLLOW, AND THE MOST DESIRABLE AT THIS TIME; AND WE PLAN TO PURSUE IT DILIGENTLY AND, WE HOPE, SUCCESSFULLY ON A STEPPED UP BASIS".

QUESTION: "IS THIS PRESIDENT DE GAULLE'S IDEA?"

ANSWER: "WELL, YOU'LL HAVE TO ASK GENERAL DE GAULLE, ABOUT THE DETAILS OF HIS PROPOSAL THAT IS. AS I UNDERSTAND IT, THE NEUTRALIZATION TALK HAS APPLIED ONLY TO SOUTH VIETNAM AND NOT TO THAT WHOLE AREA OF THE WORLD. AND I THINK THAT THE THING WE CAN DO TO HAVE COMPLETE PEACE IN THAT AREA OF THE WORLD NOW IS TO STOP THE INVASION OF SOUTH VIETNAM, BY SOME OF ITS NEIGHBOURS AND SUPPORTERS. THIRD, IN RESPONSE TO MY REQUEST I HAVE RECEIVED ASSURANCES FROM THE NEW. AND FRIENDLY, LEADERS OF VIETNAM THAT THEY ARE PROCEEDING IMMEDIATELY TO STEP UP THE PACE OF OPERATIONS AGAINST THE VIET CONG, WITH SPECIFIC INSTRUCTIONS TO THE CORPS COMMANDERS AND A PERSONAL VISIT BY GENERAL KHANH TO THE VITAL DELTA AREA".

Background: PRESIDENT JOHNSON YESTERDAY, (SATURDAY), FIRMLY REJECTED PROPOSALS BY GENERAL DE GAULLE, FOR THE NEUTRALIZATION OF SOUTH VIETNAM. SPEAKING AT A PRESS CONFERENCE IN WASHINGTON, HE STATED THAT HE DID NOT THINK THE IDEA WAS "IN THE INTERESTS OF FREEDOM".

HE TOLD REPORTERS THAT HE LIKED THE IDEA OF NEUTRALIZING BOTH NORTH AND SOUTH VIETNAM, BUT HE FELT THAT THE FRENCH PRESIDENT'S PLAN WAS AIMED PRIMARILY AT SOUTH VIETNAM.

ON FRIDAY, (JANUARY 31), PRESIDENT DE GAULLE SAID THE THOUGHT THE SITUATION IN SOUTH-EAST ASIA MIGHT BE IMPROVED BY THE NEUTRALIZATION OF THE COMBAT BETWEEN THE SOUTH VIETNAMESE, HEAVILY SUPPORTED BY NORTH VIETNAM.

PRESIDENT JOHNSON WENT ON TO SAY THAT THE PACE OF WARFARE AGAINST THE VIET CONG GUERRILLAS SHOULD BE STEPPED UP AND HE HAD COMMUNICATED THESE VIEWS TO THE LEADERS OF THE SOUTH VIETNAMESE GOVERNMENT.
