    MORE THAN ONE MILLION PEOPLE ATTENDED A MARXIST COMMUNIST PARTY RALLY IN CALCUTTA ON SUNDAY (MARCH 15) AS THE CRISIS IN THE GOVERNMENT OF THE INDIAN STATE OF WEST BENGAL CONTINUED. ON MONDAY (MARCH 16) THE CHIEF MINISTER OF THE INDIAN STATE, MR AJOY MUKHARJEE, RESIGNED AFTER A YEAR AS LEADER OF THE MARXIST COMMUNIST DOMINATED COALITION AND HIS DECISION IS BELIEVED LIKELY TO BREAK UP THE STATE GOVERNMENT.

    THE MARXIST COMMUNIST PARTY MASS RALLY WAS PRECEDED BY A MARCH THROUGH THE STREETS OF CALCUTTA. ADDRESSING THE RALLY, THE MARXIST DEPUTY CHIEF MINISTER OF STATE, JYOTI BASU, DESCRIBED THE ACTIONS OF THE BANGLA CONGRESS PARTY OF WHICH MR MUKHARJEE IS HEAD, AS A BETRAYAL OF THOSE WHO HAD VOTED THE COALITION GOVERNMENT INTO POWER. THE BANGLA CONGRESS PARTY, THE SECOND LARGEST IN THE 14-PARTY COALITION AFTER THE MARXISTS, HAD EARLIER DECIDED T O PULL OUT OF THE GOVERNMENT. A STATE-VIDE MASS ONE-DAY STRIKE WAS CALLED FOR BY MR BASU TO FOLLOW THE RESIGNATION OF THE CHIEF MINISTER. MR BASU ALSO TOLD THE RALLY THAT THE MARXIST COMMUNIST PARTY WAS READY TO FORM AN ALTERNATIVE GOVERNMENT IN WEST BENGAL IF CALLED UPON. ALSO PRESENT AT THE MASS MEETING WAS MR. E. NAMBOODRIPAD, MARXIST LEADER OF THE STATE OF KERALA.

    THE INDIAN PRIME MINISTER, MRS INDIRA GANDHI, SAID ON SUNDAY THAT SHE HAD NO CONCRETE PROPOSALS TO SAVE THE WEST BENGAL COALITION THAT RULED INDIA'S MAIN INDUSTRIAL STATE FOR OVER A YEAR.

    THE CRISIS IN THE WEST BENGAL GOVERNMENT HAS BEEN BROUGHT ABOUT BY CONFLICT BETWEEN THE MARXISTS AND THEIR COALITION PARTNERS PARTICULARLY OVER THE USE OF THE POLICE FORCE, LABOUR RELATIONS, AND LAND POLICY.

    SYNOPSIS: SUPPORTERS OF THE MARXIST COMMUNIST PARTY OF THE INDIAN STATE OF WEST BENGAL TOOK PART IN A MARCH THROUGH CALCUTTA TO A MASS RALLY ON SUNDAY (MARCH 15). THE MARXISTS DOMINATE THE FOURTEEN PARTY COALITION IN THE STATE AND HAVE BEEN IN CONFLICT WITH THEIR COALITION PARTNERS OVER THE USE OF POLICE, LABOUR RELATIONS, AND LAND POLICY.

    THE CRISIS IN THE GOVERNMENT HAS COME TO A HEAD WITH THE WITHDRAWAL OF THE BANGLA CONGRESS PARTY, THE SECOND LARGEST IN THE COALITION, FROM THE GOVERNMENT.

    THE MARCH WAS PEACEFUL AND MORE THAN ONE MILLION MARXIST SUPPORTERS CAME FROM THROUGHOUT THE STATE TO AT T END THE RALLY. OVERLOOKING THE RALLY SITE WAS A LARGE PORTRAIT OF LENIN.

    AT THE RALLY WAS THE MARXIST DEPUTY CHIEF MINISTER OF STATE, MR. JYOTI BASU AND ON HIS LEFT MR. E. NAMBOODRIPAD, MARXIST LEADER OF THE STATE OF KERALA.

    THE RALLY CAME THE DAY BEFORE THE RESIGNATION OF THE CHIEF MINISTER OF WEST BENGAL AND A MEMBER OF THE BANGLA CONGRESS PARTY, ANNOUNCED HIS RESIGNATION FROM THE GOVERNMENT. HIS ACTION MAY RESULT IN THE BREAK UP OF THE GOVERNMENT.

    MR. BASU TOLD THE RALLY THAT THE ACTIONS OF THE BANGLA CONGRESS PARTY WERE A BETRAYAL OF THOSE WHO HAD VOTED THE COALITION INTO POWER. HE SAID THE MARXIST COMMUNIST PARTY WAS READY TO FORM AN ALTERNATIVE GOVERNMENT IN WEST BENGAL IF CALLED UPON. THE INDIAN PRIME MINISTER, MRS. INDIRA GANDHI, HAS SAID SHE HAS NO CONCRETE PROPOSALS TO SAVE THE COALITION THAT HAS RULED INDIA'S MAIN INDUSTRIAL STATE FOR OVER A YEAR.
