    DELEGATES FROM FRANCE, 17 FRENCH-SPEAKING AFRICAN NATIONS, AND THE CANADIAN PROVINCE OF QUEBEC ARE ATTENDING A FIVE-DAY EDUCATION CONFERENCE IN PARIS. THE CONFERENCE OPENED TODAY WITH OFFICIAL MOVES TO PREVENT A NEW CRISIS IN FRANCO-CANADIAN RELATIONS.

    EARLIER, FEARS WERE EXPRESSED THAT THE PRESENCE OF THE QUEBEC EDUCATION MINISTER, JEAN GUY CARDINAL, MIGHT CAUSE TROUBLE BETWEEN FRANCE AND CANADA'S FEDERAL GOVERNMENT. CANADA SUSPENDED DIPLOMATIC RELATIONS WITH GABON IN FEBRUARY BECAUSE MR. CARDINAL HAD ATTENDED SIMILAR TALKS THERE WITHOUT FEDERAL APPROVAL.

    THE QUEBEC GOVERNMENT SAID THAT BECAUSE EDUCATION IS THE RESPONSIBILITY OF INDIVIDUAL PROVINCES, IT HAD THE RIGHT TO ATTEND SUCH SUCH CONFERENCES WITHOUT CONSULTING THE FEDERAL GOVERNMENT. CARDINAL SAID IN PARIS THAT HE WAS REPRESENTING QUEBEC AND NOT CANADA.

    CANADA'S NEW PRIME MINISTER, PIERRE ELLIOTT TRUDEAU, SAID IN OTTAWA THAT HIS GOVERNMENT WOULD HAVE NO COMMENT ON QUEBEC'S PRESENCE AT THE CONFERENCE UNTIL IT HAD ENDED. DELEGATES ATTENDING THE TALKS APART FROM FRANCE AND QUEBEC, ARE FROM BURUNDI, CAMEROUN, CHAD, CENTRAL AFRICAN REPUBLIC, IVORY COAST, DAHONEY, GABON, MADAGASCAR, MALI, MAURITANIA, NIGER, RWANDA, SENEGAL, TOGO, UPPER VOLTA, CONGO-BRAZZAVILLE AND CONGO-KINSHASA.
