    ENGLISH-BORN MRS. HELEN JOSEPH, A 57-YEAR OLD SECRETARY, WAS LAST SATURDAY PLACED UNDER HOUSE ARREST IN JOHANNESBURG, SOUTH AFRICA ON ORDERS BY MR. VORSTER, MINISTER OF JUSTICE, WHO SAID SHE HAD BEEN FURTHERING THE ACHIEVEMENTS OF THE OBJECTS OF COMMUNISM. NOW, WITHOUT TRIAL, SHE FACES SOLITARY CONFINEMENT IN HER OWN HOME EVERY NIGHT AND WEEK-END FOR FIVE YEARS. IT IS THE FIRST ORDER OF ITS KIND SINCE SOUTH AFRICA'S NEW SABOTAGE BILL WAS PASSED.

    A FOUNDER OF THE RECENTLY BANNED CONGRESS OF DEMOCRATS, AND CAMPAIGNER ON BEHALF OF COLOURED SOUTH AFRICANS, MRS. JOSEPH WAS OBVIOUSLY EXPECTING THE HOUSE ARREST ORDER TO BE SERVED UPON HER WHEN SHE SPOKE TO OUR CAMERAMAN IN THE GARDEN OF HER HOME.

    "THE MINISTER OF JUSTICE HAS THREATENED ME AND MANY OTHERS WHO THINK LIKE ME WITH ALL SORTS OF HORRIBLE PENALTIES. AND ONE OF THESE PENALTIES THAT HE HAD IN STORE FOR US IS HOUSE ARREST. I WANT TO TELL YOU JUST WHAT HOUSE ARREST IS GOING TO MEAN. IT IS GOING TO MEAN THAT WE SHALL HAVE TO STAY IN OUR HOMES. IT COULD BE ME, I MIGHT BE THE FIRST, WHO SHALL HAVE TO STAY IN OUR HOMES EVERY NIGHT AND JUST BE ALLOWED OUT TO GO TO WORK BECAUSE THAT WILL SAVE THE STATE FROM THE NECESSITY OF HAVING TO KEEP US. WE SHALL HAVE TO STAY IN OUR HOMES OVER WEEKEND. WE SHAN'T BE ALLOWED VISITORS TO OUR HOMES. THE MINISTER WILL DECIDE WHO OUR FRIENDS ARE, AND WHO IS GOING TO COME AND SEE US. WE MAY HAVE TO REPORT TO THE POLICE, PERHAPS EVERY DAY, WHO KNOWS. FOR THIS IS WHAT THE MINISTER MEANS WHEN HE SAYS THAT HE IS GOING TO PUT DOWN WHAT HE CHOOSES TO CALL COMMUNISM IN THIS COUNTRY. HE SAYS HE WILL DO ALL THIS IN THE NAME OF THE SUPPRESSION OF COMMUNISM ACT. BUT I WANT TO SAY THIS,THAT I AND MANY OTHER LIKE ME ARE NOT COMMUNISTS, BUT WE BELIEVE IN THE FUNDAMENTAL JUSTICE,WE BELIEVE IN THE RIGHTS OF PEOPLE AND WE HATE AND OPPOSE RACIAL DISCRIMINATION. WE ARE TOTALLY OPPOSED TO APARTHEID AND THE COLOUR BAR, AND IT IS FOR THIS REASON THAT THE MINISTER SEEKS US OUT AND PERSECUTES US."
    MRS. JOSEPH STILL HOLDS A BRITISH PASSPORT AND IS A SOUTH AFRICAN ONLY BY DOMICILE. SHE LED A CROWD OF AFRICAN WOMEN IN A PROTEST DEMONSTRATION AGAINST PASSES FOR AFRICAN WOMEN IN 1956, WAS ACQUITTED IN THE TREASON TRIAL, BUT DETAINED FOR FIVE MONTHS DURING THE EMERGENCY OF 1960. THE PRESENT BAN IS HER SECOND: FOR FIVE YEARS SHE WAS CONFINED TO JOHANNESBURG AND BANNED FROM ATTENDING GATHERINGS. THIS BAN EXPIRED EARLY THIS YEAR. SHE IMMEDIATELY WENT ON A 7,000-MILE TOUR, ALONE IN A SMALL CAR, TO VISIT AFRICANS WHO HAD BEEN BANISHED FOR POLITICAL REASONS.
