    MORE THAN 1,000 DUTCH TROOPS KEPT WATCH ON WILLEMSTAD TODAY (MONDAY) FOLLOWING WEEKEND RIOTING WHICH LEFT FOUR DEAD, 150 INJURED, SHOPS LOOTED AND STREETS OF PICTURESQUE BUILDINGS GUTTED BY FIRE. THE TOWN WAS SLOWLY BEGINNING TO RETURN TO NORMAL TONIGHT.

    THE RIOTS DEVELOPED OUT OF A PROTEST MARCH BY 5,000 STRIKERS AND LED TO MARINE REINFORCEMENTS BEING FLOWN IN FROM HOLLAND AND NEARBY ISLANDS.

    PRIME MINISTER, CIRO DE KROON, TOLD REPORTERS TODAY THE SITUATION WAS COMPLETELY UNDER CONTROL.

    DAMAGE FROM THE DISTURBANCES HAS BEEN PUT AT 29 MILLION POUNDS STERLING WITH 90 PERCENT OF THE TOWN'S STORES SACKED OR LOOTED. ONE COMMERCIAL SECTOR WAS ALMOST TOTALLY DESTROYED.

    AT THE HEIGHT OF THE DISTURBANCES, STRIKING OIL REFINERY WORKERS GAVE THE PRIME MINISTER 48 HOURS TO RESIGN OR SEE WILLEMSTAD BURNED TO THE GROUND.

    THE ULTIMATUM EXPIRED WITHOUT SIGNS OF FURTHER TROUBLE.

    ABOUT 400 PEOPLE, DESCRIBED AS AGITATORS AND RIOTERS, WERE ARRESTED. THEY INCLUDE MR. STANLEY FOX, A CURACAO-BORN AMERICAN NEGRO WHO, POLICE SAY, WAS ARRESTED AS HE TRIED TO ENTER THE ISLAND ACCOMPANIED BY SEVERAL MEMBERS OF THE U.S. BLACK PANTHER MOVEMENT.
