    The Soviet Union's Chief of General Staff, Nikolai Ogarkov, arrived in Turkey this week at the head of a seven-man military delegation. His five-day visit, at the invitation of his Turkish counterpart Kenan Evren, comes as the Turkish Government awaits the outcome of President Carter's efforts to persuade the U.S. Congress to lift its arms embargo on Turkey.

    SYNOPSIS: Strict security precautions were in force outside the Turkish Prime Minister's guest house where the first round of official talks began. Since the American arms embargo began following the Turkish invasion of Cyprus in 1974, relations between Turkey and its North Atlantic Treaty Organisation allies have been strained. General Ogarkov said on his arrival that his country was determined to strengthen its relations with Turkey.

    General Ogarkov is the first high ranking Soviet military official to visit Turkey for more than 40 years. Reuter reported him as saying that Prime Minister Ecevit's forthcoming visit to Moscow in June was an incentive to strengthen mutual ties, and he referred directly to military relations in this context.
