The cancellation of the sale of a multi-million dollar computer to the official Soviet News Agency, Tass, ad the placing of all potential exports of oil technology to Moscow under the President's personal control, came after heavy sentences were imposed on dissidents Anatoly Shcharansky and Alexander Ginzburg last week. At a news conference in Washington President Carter explained the position.
