    SOVIET AMBASSADOR MIKHAIL SMIRNOVSKY CALLED AT THE BRITISH FOREIGN OFFICE TODAY ON WHAT WAS BELIEVED TO BE A MIDDLE EAST PEACE INITIATIVE. HE SPENT 30 MINUTES TALKING WITH FOREIGN SECRETARY MICHAEL STEWART.

    AFTERWARDS, THE AMBASSADOR TOLD REPORTERS: "WE DISCUSSED THE SITUATION IN THE MIDDLE EAST WHICH HAS BECOME MORE ACUTE AS A RESULT OF THE ISRAELI ATTACK IN BEIRUT AIRPORT."
    BRITISH OFFICIALS DECLINED TO GIVE ANY OTHER DETAILS OF THE MEETING, EXCEPT TO SAY THAT IT WAS THE AMBASSADOR'S OWN REQUEST. MR. SMIRNOVSKY'S CALL CLOSELY FOLLOWED ON A MEETING IN CAIRO BETWEEN THE SOVIET FOREIGN MINISTER, MR. ANDREI GROMYKO, AND WITH PRESIDENT NASSER. THERE HAVE ALSO BEEN TALKS IN NEW YORK RECENTLY BETWEEN SOVIET AND ISRAELI REPRESENTATIVES.

    BEFORE TODAY'S MEETING IT WAS WIDELY REPORTED THAT THE SOVIET UNION WAS KEEN TO MOUNT A PEACE INITIATIVE JOINTLY WITH BRITAIN, THE UNITED STATES AND FRANCE - PERMANENT MEMBERS OF THE SECURITY COUNCIL.
