SINCE THEN THEY'VE BEEN TAKING OFF ON A REGULAR SCHEDULE OF PATROLS. OFFICIALLY THE AMERICAN AIR FORCE SAYS THESE U2 PLANES ARE ENGAGED IN WEATHER RESEARCH; PRIVATELY HOWEVER, THERE'S CONSIDERABLE SPECULATION ABOUT WHETHER OR NOT THE RESEARCH AND SAMPLING OF THE WEATHER TAKES PLACE OVER CUBA.

LAST MONTH (21 APRIL) THE U.S. STATE DEPARTMENT ANNOUNCED THAT THE FLIGHTS WERE NECESSARY IN ORDER TO MAKE SURE NO SECOND ATTEMPT WAS MADE TO INTRODUCE BALLISTIC MISSILES INTO CUBA. FOLLOWING THIS STATEMENT, CUBA CALLED ON U THANT TO ACT TO SOLVE THE 'THREATENING SITUATION' OVER THE FLIGHTS.

    LATEST MOVE IN THIS CURRENT PHASE OF THE DISPUTE CAME LAST NIGHT (FRIDAY), WHEN RUSSIA CALLED ON U THANT TO INTERCEDE WITH THE UNITED STATES IN AN EFFORT TO END THE FLIGHTS. A UNITED NATIONS SPOKESMAN SAID THE SECRETARY-GENERAL HAD THE MATTER 'UNDER CONSIDERATION.'
