    SOUTH VIETNAM'S 10 CIVILIAN PRESIDENTIAL CANDIDATES HAVE PROTESTED TO THE GOVERNMENT OVER INADEQUATE ARRANGEMENTS, AND ASKED FOR BETTER FACILITIES AND SECURITY. THE 10 CANDIDATES, EACH WITH A RUNNING MATE FOR THE VICE-PRESIDENCY, CLAIM THEY HAVE LOST A WEEK'S CAMPAIGNING FOR THE ELECTIONS WHICH ARE SCHEDULED FOR SEPTEMBER 3RD.

    FIVE AND A HALF MILLION PEOPLE ARE EXPECTED TO VOTE IN THE ELECTIONS TO TURN THE COUNTRY BACK TO CIVIL RULE. THE PRESENT HEAD OF STATE, LIEUTENANT-GENERAL NGUYEN VAN THIEU, AND PRIME MINISTER NGUYEN CAO KY, ARE RUNNING FOR THE PRESIDENCY AND VICE-PRESIDENCY RESPECTIVELY. ALL THE OTHER CANDIDATES ARE CIVILIANS.

    THE MAIN CIVILIAN OPPOSITION IS LIKELY TO COME FROM FORMER PRIME MINISTER, TRAN VAN HOUNG, AND FORMER HEAD OF STATE PHAN KHAC SUU, BOTH OF WHOM DRAW THEIR SUPPORT FROM THE SOUTHERN AND MOST DENSELY POPULATED PART OF THE COUNTRY.

    THERE ARE NO PARTIES, BUT IT IS EXPECTED THAT CANDIDATES WILL APPEAL TO THE COUNTRY'S VARIOUS RELIGIOUS AND ETHNIC GROUPS.

    WHEN THE ELECTIONS ARE OVER AND RATIFIED BY THE NATIONAL ASSEMBLY, THE PRESIDENT AND VICE-PRESIDENT WILL NOMINATE THE PREMIER AND CABINET -- WHO NEED NOT BE MEMBERS OF PARLIAMENT.
