The Ivory Coast took a first-half lead through inside life Kobena Keuma in the 20th minute and held the one-goal lead at the interval.
The Ugandan centre forward Mubiru equalised eight minutes into the second half, and the East African's inside left, Doka, put them ahead in the 81st minute. Two minutes later, Kobena grabbed the equaliser.
Egypt leads Group "A" with two wins from the games; Zambia is second with two points and Ivory Coast and Zaire follow on with one point each.
