    ABOUT SEVEN MILLION PEOPLE VOTED YESTERDAY (WEDNESDAY) TO ELECT THE NEW EGYPTIAN NATIONAL ASSEMBLY, WHICH IS THE FINAL STAGE OF PRESIDENT NASSER'S REFORM OF THE POLITICAL MACHINE FOLLOWING THE DEFEAT IN THE 1967 WAR WITH ISRAEL.

    VOTING OPENED QUIETLY AT THE 14,500 POLLING BOOTHS. PRESIDENT NASSER, HIMSELF WAS ONE OF THE LAST TO VOTE, JUST BEFORE THE POLLING STATIONS CLOSED AT DUSK. HE CAST HIS VOTE AT THE TABARY ELECTION STATION. VOTING WAS COMPULSORY FOR MEN, BUT NOT FOR WOMEN.

    VOTERS ELECTED TWO REPRESENTATIVES FOR EACH CONSTITUENCY, AND CANDIDATES WERE RESTRICTED TO MEMBERS OF THE ARAB SOCIALIST UNION -- THE COUNTRY'S ONLY AUTHORISED POLITICAL PARTY. WORKERS AND FARMERS ARE GUARANTEED HALF OF THE 350 SEATS.

    THE NEW ASSEMBLY WILL BE THE CHIEF LEGISLATIVE BODY. THE ARAB SOCIALIST UNION'S NEW NATIONAL CONGRESS, ANOTHER PRODUCT OF THE REFORM PROGRAMME, IS EXPECTED TO PROVIDE GENERAL POLICY GUIDELINES.

    THE OLD ASSEMBLY WAS DISSOLVED LAST MONTH, ALTHOUGH IT'S FIVE-YEAR TERM WAS NOT QUITE COMPLETED. ONLY 16 OF THE 40 MEMBERS OF THE OLD ASSEMBLY HAVE BEEN RE-ELECTED.
