    THIS MORNING'S MEETING IS THE CLIMAX TO THREE DAYS OF INTENSIVE TALKS BETWEEN CABINET MINISTERS IN LONDON AND AT THE PRIME MINISTER'S COUNTRY HOME.

    LAST NIGHT, MR. WILSON HAD AN AUDIENCE WITH QUEEN ELIZABETH AT BUCKINGHAM PALACE TO OUTLINE TO HER THE DETAILS OF BRITAIN'S REQUEST TO JOIN THE COMMON MARKET.

    THIS WILL BE BRITAIN'S SECOND APPLICATION TO JOIN THE COUNTRIES ALREADY IN THE EUROPEAN ECONOMIC COMMUNITY -- THE COMMON MARKET. THIS MORNING'S MEETING WILL FINALLY APPROVE THE MOVE AND A FORMAL ANNOUNCEMENT OF BRITAIN'S INTENTIONS IS EXPECTED THIS AFTERNOON WHEN MR. WILSON ADDRESSES THE HOUSE OF COMMONS.

    ONCE THE DECISIONS IS TAKEN, AN APPLICATION FOR ENTRY NEGOTIATIONS WILL BE DELIVERED TO THE CURRENT CHAIRMAN OF THE COMMON MARKET'S MINISTERIAL COUNCIL, HERR WILLY BRANDT AND A SIMILAR LETTER TO HERR WALTER HALLATEIN, PRESIDENT OF THE COMMON MARKET'S EXECUTIVE COMMISSION.

    IT IS EXPECTED THAT WHEN BRITAIN DOES APPLY FOR MEMBERSHIP, THE REPUBLIC OF IRELAND WILL QUICKLY FOLLOW SUIT. NORWAY AND DENMARK -- LIKE BRITAIN, MEMBERS OF THE EUROPEAN FREE TRADE ASSOCIATION (EFTA) -- WILL ALSO APPLY.
