    THE REPUBLIC OF SENEGAL LIES ON THE WEST COAST OF AFRICA BETWEEN MAURITANIA IN THE NORTH AND THE REPUBLIC OF GUINEA IN THE SOUTH. IT HAS AN AREA OF 77,814 SQUARE MILES AND THE POPULATION WAS LAST ESTIMATED IN 1961 AT 2,973,300.

    FORMERLY A FRENCH COLONY, SENEGAL ELECTED ON NOVEMBER 25TH, 1958 TO REMAIN WITHIN THE FRENCH COMMUNITY AS AN AUTONOMOUS REPUBLIC. FOUNDATION OF A FEDERATION OF MALI, TO CONSIST OF THE STATE OF SENEGAL, SOUDAN, DAHOMEY AND UPPER VOLTA, WAS ANNOUNCED IN JANUARY 1959, AND THE FEDERATION CAME INTO EXISTENCE ON APRIL 4TH, CONSISTING OF SENEGAL AND THE SUDANESE REPUBLIC ONLY, THE OTHERS HAVING MEANWHILE WITHDRAWN. MALI WAS PROCLAIMED FULLY INDEPENDENT BY THE PRESIDENT OF THE FEDERAL ASSEMBLY, M. LEOPOLD SENGHOR ON JUNE 20TH, 1960. HOWEVER THE FEDERATION LASTED ONLY TWO MONTHS AND ON AUGUST 22ND 1960 THE SENEGAL LEGISLATIVE ASSEMBLY FORMALLY APPROVED MEASURES TO SECEDE FROM THE FEDERATION AND CONTINUE AS AN INDEPENDENT STATE.

    THE REPUBLIC IS ADMINISTERED BY A GOVERNMENT COUNCIL OF 15 MINISTERS. THE NATIONAL ASSEMBLY CONSISTS OF 60 MEMBERS ELECTED BY UNIVERSAL SUFFRAGE. THE REPUBLIC'S PRESIDENT IS LEOPOLD SENGHOR AND THE PREMIER, WHOSE OFFICIAL POST IS PRESIDENT OF THE COUNCIL, IS MAMADOU DIA.

    SENEGAL IS THE MOST PROSPEROUS STATE IN FRENCH AFRICA WITH AN AVERAGE INCOME PER CAPITA OF JUST OVER GBP50 STERLING A YEAR, BUT FOUR-FIFTHS OF THE POPULATION ARE DEPENDENT ON FRENCH SUBSIDISED AGRICULTURE AND ABOUT THE SAME PROPORTION IS ILLITERATE. THE CHIEF EXPORT IS GROUNDNUT PRODUCE IN A NATURAL STATE AND IN VARIOUS PROCESSED FORMS. GROUNDNUT PRODUCTION, IN A GOOD YEAR, AMOUNTS TO 800,000 TONS OR MORE OF WHICH ABOUT 85 PER CENT IS EXPORTED. HOWEVER SENEGAL IS NOW MIDWAY THROUGH A FOUR-YEAR PLAN (1961-5) WHICH AIMS TO DOUBLE LIVESTOCK AND FISHERY PRODUCTION AND TO EXPLOIT MINERAL RESOURCES. THE FRENCH-CONTROLLED COMPAGNIE SENEGALAISE DES PHOSPHATES DE TAIBA, WHICH BEGAN OPERATIONS IN 1960, AIMS TO PRODUCE OVER 500,000 TONS A YEAR. PRODUCTION OF TITANIUM AND ZIRCONIUM ORES HAS ALSO BEGUN, AND WORK HAS STARTED ON AN OIL REFINERY NEAR DAKAR.

    DAKAR, CAPITAL OF SENEGAL, IS A CITY OF GREAT DIVERSITY IN POPULATION AND ARCHITECTURE. IT HAS TOWERING BLOCKS OF NEW FLATS SURROUNDED BY BEAUTIFUL GARDENS; BEAUTIFUL VILLAS; LARGE DEPARTMENT STORES; HIGH FASHION BOUTIQUES, AND EXCELLENT HOTELS, ALL A HERITAGE OF FRENCH COLONIAL RULE. BUT IT HAS A POOR SIDE TOO. IN MEDINA, WHERE MOST OF THE CITY'S POPULATION LIVE, HOUSING CONDITIONS ARE MANY YEARS BEHIND THE TIMES. HERE THE SCENE IS TRADITIONALLY AFRICAN. THERE IS A MARKET WHERE WOMEN SELL LOCALLY GROWN STRAWBERRIES, PINEAPPLES, TOMATOES, AND A WHOLE RANGE OF VEGETABLES. THERE TOO, ARE THE UNEMPLOYED AND THE BEGGARS.

    DOWN IN THE HARBOUR IS A WELL EQUIPPED PORT WITH EXCELLENT HANDLING FACILITIES, A COLD STORE, AND EVEN A WINE BOTTLING PLANT.

    THEN THERE ARE THE PUBLIC BUILDINGS: THE HANDSOME LAW COURTS THE SPLENDID UNIVERSITY, THE MODERN PARLIAMENT BUILDING - "LE BUILDING", AND A GREAT RANGE OF OFFICE BLOCKS AND GOVERNMENT BUILDINGS
    THERE ARE MANY DIFFICULTIES FACING THE SENEGALESE, BUT THE GOVERNMENT IS OPTIMISTIC THAT THE CURRENT DEVELOPMENT PROGRAMME WILL ABSORB MANY PEOPLE AND SOLVE MUCH OF THE COUNTRY'S ECONOMIC PROBLEMS.
