    Seven West African leaders, representing the Seven-Nation Customs Union of West Africa, met in the Malian capital, Bamako. Their four day stay began on May 19. The Heads of State represented Senegal, Ivory Coast, Niger, Dahomey, Upper Volta, Mauritania, and Mali. Malian President Moussa Traore told the Organisation's Summit Meeting that they faced a crisis caused by apathy.

    President Traore told the Heads of State they must banish the apathy which now threatened the economic grouping.

    Co-operation among under-developed countries would be pointless if each member State was unwilling to shoulder obligations and work towards equilibrium in the group.

    It was finally agreed to set up a European-style economic community in West Africa.
