    SOUTH VIETNAM, ONCE THE WORLD PRODUCER OF RICE, IS TODAY IMPORTING IT FROM THE UNITED STATES. IN SAIGON, RICE STOCKS ARE BEING BUILT UP RAPIDLY DUE TO THE SHORTAGE CAUSED BY THE CONTINUED WAR. AMERICAN SHIPMENTS CONTINUE TO POUR IN TO HELP EASE THE FOOD CRISIS.

    RICE SUPPLIES HAD BECOME SCARCE BECAUSE OF THE GREATLY REDUCED INTAKE FROM THE MEKONG DELTA --- KNOWN AS THE RICE BOWL -- AND LOWER PRODUCTION ALL OVER THE COUNTRY.

    RECENTLY THE STOCK OF RICE FOR SAIGON AND THE NORTHERN PROVINCES WERE DOWN TO LESS THAN TWO WEEKS SUPPLY. THE SITUATION WAS CRITICAL AND IN SOME PARTS OF THE CAPITAL IT WAS IMPOSSIBLE TO BUY RICE. THE PRICE OF A KILOGRAMME OF LOW GRADE RICE SOARED TO 28 PIASTRES, ALMOST THREE TIMES THE PRICE A YEAR AGO.

    ON MONDAY (MARCH 13) AMERICAN AND SOUTH VIETNAMESE OFFICIALS SIGNED AN AGREEMENT FOR THE SUPPLY OF ANOTHER 300,000 TONS OF AMERICAN RICE.

    MEANWHILE,AMERICAN AUTHORITIES SAY THE RICE CRISIS WILL BE OVER THIS MONTH WITH THE ARRIVAL OF MORE THAN 120,000 TONS OF RICE, MOST OF IT FROM THE UNITED STATES.

    ALTOGETHER THIS YEAR, SOUTH VIETNAM WILL IMPORT 750,000 TONS OF AMERICAN RICE. AT ONE TIME VIETNAM EXPORTED ONE MILLION TONS OF RICE A YEAR, BUT RICE EXPORTS STOPPED IN 1964.

    RICE FARMERS IN THE MEKONG DELTA ARE NOW GETTING MORE MONEY FOR THEIR RICE THAN EVER BEFORE, WHICH MAY RESULT IN INCREASED PRODUCTION. BUT ESCALATION OF THE WAR IN THE DELTA THIS YEAR COULD FORCE MORE FARMERS TO LEAVE THE BATTLEFIELDS FOR THE COMPARATIVE SAFETY OF A REFUGEE CAMP.
