  • Description

LORD HOME, THE FIRST BRITISH FOREIGN SECRETARY TO VISIT JAPAN, ON FRIDAY HELD TALKS WITH THE PRIME MINISTER, MR. IKEDA, AND FOREIGN MINISTER, MR. CHIRA. THE SETTING WAS THE JAPANESE DIET, OR PARLIAMENT, WHERE LORD HOME WAS LATER TO WITNESS THE UPPER HOUSE RATIFY A NEW ANGLO-JAPANESE TREATY OF COMMERCE AND NAVIGATION. THIS ENDED SIX OF NEGOTIATION.

MR. IKEDA, WHO SIGNED THE TREATY IN LONDON LAST NOVEMBER, WAS TOLD THAT BRITAIN WOULD GIVE COMPLETE AND UNQUALIFIED SUPPORT TO JAPANESE MOVES FOR MEMBERSHIP OF THE ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT. LORD HOME SAID THAT TRADE EXPANSION WAS THE THEME OF THE 20TH CENTURY AND WARNED THAT IF THE NON-COMMUNIST WORLD DID NOT FOLLOW THIS THEME, IT WOULD START TO DECLINE. ON TRADING WITH COMMUNIST COUNTRIES, HE SAID BRITAIN'S PHILOSOPHY WAS THAT "THE MORE COMFORTABLE PEOPLE ARE, THE LESS LIKELY THEY ARE TO BE COMMUNISTS".

DURING HIS SEVEN-DAY STAY IN JAPAN, LORD IS SPENDING FOUR DAYS TOURING BIG INDUSTRIAL CENTRES, AS WELL AS VISITING THE HISTORIC CITIES OF NARA AND KYOTO. THE REST OF THE TIME WILL BE SPENT IN TOKYO, WHERE HE'LL CONTINUE TALKS WITH GOVERNMENT LEADERS.
