    THE FLOOD WATERS OF THE MEKONG RIVER ARE NOW RECEDING AFTER HAVING MADE NEARLY 10,000 PEOPLE HOMELESS IN VIENTIANE, CAPITAL OF LAOS. THE MEKONG, NORMALLY A THIN TRICKLE WANDERING THROUGH THE CENTRE OF A VAST STRETCH OF SANDFLATS, SURGED OVER ITS BANKS IN A RAGING, MUDDY TORRENT, SWOLLEN BY MONSOON RAINS.

    THE WATERS SWAMPED THE THREE LINED RIVER FRONT, LAPPING AROUND THE HIGH-EAVED BUDDHIST TEMPLES BUILT ON STILTS, AND RACED THROUGH THE CITY'S THINLY ASPHALTED STREETS TURNING THEM INTO QUAGMIRES.

    AS THOUSANDS FLED, MANY REFUGEES REFUSED TO LEAVE THEIR HOMES IN FACE OF THE RISING FLOOD. THEY CARRIED THEIR MOST VALUABLE BELONGINGS TO THE ROOFS AND DECLARED THAT THEY WOULD RATHER DROWN THAN LEAVE.

    POLICEMEN WITH LOUDSPEAKERS URGED THE PEOPLE TO LEAVE. LAOTIAN AND AMERICAN HELICOPTERS AIRLIFTED PEOPLE TO HIGHER GROUND.

    THE LAOTIAN PEOPLE WERE URGED TO STORE UP FOOD AND THE WHOLE POPULATION WAS VACCINATED TO PREVENT EPIDEMICS AS THE FLOOD WATERS ENTERED VIENTIANE'S WATER SYSTEM. TRUCKS WERE USED TO BRING DRINKING WATER FROM NEIGHBOURING TOWNS.

    CAMPS WERE SET UP TO RECEIVE NEARLY 10,000 REFUGEES, WHO WERE GIVEN RICE RATIONS AND CLOTHING DONATED BY VARIOUS CHARITABLE ORGANISATIONS AND THE GOVERNMENT. GOVERNMENT OFFICES AND MULTI-STOREYED BUILDINGS ARE ALSO BEING USED AS REFUGEE CENTRES.

    SIX OTHER TOWNS WERE ALSO AFFECTED BY THE FLOODS.
