    A former Arab mayor of Hebron, on the Israeli-occupied West Bank of the River Jordan, has stepped into the discussions on turning the territory into a Palestinian state. Sheikh Mohammed Ali Jabari wants immediate liberation from Israeli occupation -- BEFORE any further talks about the West Bank's future.

    SYNOPSIS: The Sheikh was speaking in Amman, the Jordanian capital, where he's been on a two-week official visit. He's discussed the situation with King Hussein and Prime Minister Zaid al Rifai. Later he told newsmen that West Bank Arabs wanted to get rid of Israeli occupation now -- no matter who came later, whether it be the Palestinians, Jordan or any other Arab state. The Israelis should withdraw before any resumption of the 1973 Geneva Middle East peace conference, he said.

    The latest initiative for the proposals to turn the West Bank into a Palestinian state originally came from the United States Secretary of State Dr. Henry Kissinger. But while major Arab leaders like President Anwar Sadat of Egypt are willing to resume the Geneva conference on this basis, they reject Dr. Kissinger's policy of a gradual Israeli withdrawal. This should be done swiftly, said President Sadat. In return, Israel could have any security guarantees it wanted -- including a United Nations force guarding its borders, and a military pact with the United States.
