    MUGABE: "There are counter-revolutionary forces on our soil fighting Mozambique. That fact alone is an infringement, not only of our own authority and legal order, they are illegal elements on our soil, and we are duty bound to get rid of them. If we allow them to operate from our soil, we are naturally encouraging them against our good neighbour, and impliedly we would be giving them assistance to carry out their subversive activities against a friendly state. Joint action against them, this principal action we are removing dangers from Mozambique. Mozambique is entitled to defend its own territory. Counter revolutionary forces of that nature surely has nothing to do with our relationship with South Africa. How does it offend South Africa. How does it offend South Africa was promoting and inciting these dissident elements to commit acts of sabotage in Mozambique?"

Mr. Mugabe was speaking to newsmen in Salisbury on Saturday (24 May) shortly after his return from Beira, in Mozambique, where be discussed reports of increased dissident activity in the country with President Samora Machel. Mr. Mugabe said he and President Machel had agreed on a joint strategy, but he would not say whether forces from the two countries would be fighting side by side.
