    THE COMMISSION WAS SWORN IN BY AN ADMINISTRATIVE OFFICIAL IN MARCH OF THIS YEAR, AND INCLUDES AMONG ITS NUMBERS SEVERAL PROMINENT CITIZENS AND REPRESENTATIVES OF THE RHODESIAN REGIME.

    CHAIRMAN FOR THE INQUIRIES IS MR. W.R. WHALEY, A 51-YEAR-OLD LAWYER - BUT IN THE CHAIR ON THURSDAY (9 NOVEMBER) WAS PROFESSOR CHRISTEY, HEAD OF THE UNIVERSITY OF RHODESIA'S FACULTY OF LAW.

    OTHER OFFICIALS PRESENT WERE MR. R.H. COLE, A BULAWAYO LAWYER, MR. S.E. MORRIS, THE CHAIRMAN OF THE PUBLIC SERVICES BOARD, CHIEF S. SINGOLA, A MEMBER OF THE MONOKTON COMMISSION ON THE BREAK-UP OF THE RHODESIAN/NYASALAND FEDERATION, AND MR. L.C. MZINGELI A PROMINENT TRADE UNIONIST.

    SPEAKING IN AUGUST, THE LEADER OF THE BREAKAWAY REGIME, MR. IAN SMITH, STATED THAT UPON COMPLETION ON THE NEW CONSTITUTION, THERE WOULD BE NO MORE TIME FOR NEGOTIATION WITH BRITAIN. BUT THE INDEPENDENCE DEADLOCK, WHICH IS TWO YEARS OLD TODAY (11 NOVEMBER), MAY CONCEIVABLY BE ON THE POINT OF EASING A LITTLE.

    IT IS BELIEVED THERE MAY BE RENEWED NEGOTIATIONS, FOLLOWING UPON THE TALKS, WHICH ENDED YESTERDAY (10 NOVEMBER), BETWEEN BRITAIN'S COMMONWEALTH SECRETARY, MR. GEORGE THOMSON, AND MR. SMITH. BUT MR. SMITH STRESSES: "THERE IS NO NEED FOR EITHER OPTIMISM OR PESSIMISM".
