    Background: The United States Secretary for Defence Mr Harold Brown went on Wednesday (27th July) to the Headquarters of the Japanese Defence Agency where he was greeted by the Agency's Director-General (Defence Minister) Mr Asao Mihara. Secretary Brown inspected a guard mounted by men of the Japanese Self-Defence Force, and later conferred with Mr Mihara. The purpose of the meeting was to enable Mr Brown to explain to Japanese leaders in person the American plan for the withdrawal of 33,000 US ground troops from South Korea over the next five years.

    Secretary Brown arrived in Tokyo Tuesday evening from Seoul, after two days of consultation with South Korean officials on the withdrawal. Speaking at a news conference before his departure from Seoul, Mr Brown said that he believed that South Korea's 600,000-strong army would be able to cope with any threat from North Korea. The United States will provide nearly two million dollars in military aid and credits to the South Korean Government during the period of the withdrawal.

    Later on Wednesday, Secretary Brown paid a courtesy call on Japanese Prime Minister Takeo Fukuda at his official residence in Tokyo.
