    THE PRESIDENTS OF SENEGAL, MALI AND MAURETANIA MET AT ST. LOUIS IN SENEGAL THIS WEEK TO DISCUSS AFRICAN REGIONAL CO-OPERATION.

    IT HAD BEEN PLANNED FOR THE THREE LEADERS TO MEET WITH GUINEA TO INSTAL A SECRETARY-GENERAL OF A FOUR-NATION COMMITTEE FOR DEVELOPING THE SENEGAL RIVER BASIN, BUT GUINEA ANNOUNCED AT THE LAST MINUTE THAT IT WOULD NOT BE ATTENDING THE MEETING.

    THEN IT WAS DECIDED TO DEFER THE INSTALLATION OF THE SECRETARY-GENERAL, AND INSTEAD THE THREE PRESIDENT'S MET FOR A ROUND OF TRIPARTITE TALKS.

    THE FOUR COUNTRIES - MALI, MAURETANIA, SENEGAL AND GUINEA - AGREED LAST AUGUST THAT M. ROBERT N'DAO OF MALI SHOULD BE THE SECRETARY-GENERAL OF THEIR ORGANISATION, M. ISMAEL TOURE, GUINEA'S MINISTER OF DEVELOPMENT, ITS PRESIDENT, AND ST. LOUIS ITS SEAT. THE FOUR COUNTRIES HOPE TO BUILD FOUR DAMS, ONE IN MALI, ONE IN GUINEA, AND TWO IN SENEGAL TO PROVIDE ELECTRICITY AND IMPROVE IRRIGATION.

    THE THREE PRESIDENTS BEGAN TALKS SOON AFTER THEIR ARRIVAL IN ST. LOUIS. FROM DETAILED DISCUSSIONS ON THE SENEGAL RIVER BASIN PROJECT THEY TURNED TO A GENERAL REVIEW OF REGIONAL CO-OPERATION, AND AFRICAN PROBLEMS, PARTICULARLY IN RELATION TO THE WEST AFRICAN STATES.
