Background: THE VAST MAJORITY OF WEST BERLINERS MARKED YESTERDAY'S (THURSDAY) THIRD ANNIVERSARY OF THE BERLIN WALL, BY SPENDING THE HOUR BETWEEN EIGHT AND NINE IN THE EVENING QUIETLY IN THEIR HOMES. STREETS WERE PRACTICALLY DESERTED, AND ALL TRAFFIC WAS AT A STANDSTILL. THE FREEDOM BELL COULD BE HEARD MILES AWAY FROM THE CITY HALL IN THE QUIET OF THE NIGHT. CANDLES WERE PLACED IN MANY WINDOWS IN MEMORY OF THE VICTIMS, AND VIGILS WERE KEPT AT PALACE ALONG THE WALL WHERE 53 EAST GERMANS HAVE DIED TRYING TO ESCAPE SINCE 1961.

BUT NOT ALL WAS QUIET IN WEST BERLIN'S QUIET HOUR. AT CHECKPOINT CHARLIE -- SCENE OF VIGOROUS PROTESTS ON PREVIOUS ANNIVERSARIES -- AN ANGRY CROWD OF 500 SURROUNDED A SOVIET CAR. THEY BEAT IT WITH THEIR FISTS, KICKED IT AND TORE OFF THE NUMBER PLATES AS THE DRIVER TRIED TO PASS THROUGH THE CHECKPOINT.

WEST BERLIN'S POLICE RAPIDLY HAD THE SITUATION UNDER CONTROL -- SEALING OFF THE STREETS AROUND, ARRESTING THE TROUBLE MAKERS AND DISPERSING THE CROWD.
