AND YESTERDAY MORNING, THE CZECH COMMUNIST PARTY NEWSPAPER "RUDE PRAVO" BROUGHT OUT A SPECIAL EDITION CONTAINING THE FULL TEXTS OF THE LETTER TO PRAGUE FROM THE FIVE COMMUNIST PARTIES WHICH NET IN WARSAW AND CZECH LEADER'S REPLY TO IT.

    IN HIS 15-MINUTE ADDRESS TO THE NATION FOLLOWING STRONG AND HOSTILE COMMENTS ON HIS POLICIES FROM THE SOVIET UNION AND OTHER COMMUNIST PARTIES, MR. DUBCEK SAID THE COUNTRY WOULD FINISH THE DEMOCRATIC PROCESS IT HAD BEGUN.

    HE INSISTED THAT CZECHOSLOVAKIA HAD ALWAYS BEEN, AND WOULD REMAIN, LOYAL TO THE WARSAW PACT AND THAT THE COMMUNIST PARTY WAS IN NO DANGER OF LOSING ITS LEADING POSITION IN THE COUNTRY.

    WEARING SPECTACLES AND SPEAKING IN QUIET TONES, MR. DUBCEK USED HIS NATIVE SLOVAK, WHICH IS READILY UNDERSTOOD BY ALL CZECHS. HIS STATEMENT WAS APPLAUDED BY MANY CZECHOSLOVAKIA VIEWERS CROWDED AROUND TELEVISION SETS IN HOTELS, SPORTS CLUBS AND BARS.

    HIS STATEMENT FOLLOWED STRONG, BUT UNCONFIRMED, REPORTS THAT CZECH AND SOVIET LEADERS WERE TO MEET SHORTLY TO DISCUSS RECENT EVENTS. THE CZECH LEADERS WERE BELIEVED TO HAVE DECLINED AN INVITATION TO HOLD DISCUSSIONS IN THE SOVIET UNION, AND IT WAS TODAY CONSIDERED LIKELY THAT THE VENUE FOR A MEETING COULD BE KOSICE, A SLOVAK STEEL TOWN NEAR THE SOVIET-UKRAINE BORDER AND INSIDE CZECH TERRITORY.

    MR. DUBCEK TOOK OVER THE PARTY LEADERSHIP IN JANUARY FROM FORMER PRESIDENT NOVOTNY AND IMMEDIATELY INSTITUTED AN ERA OF REFORMS.

    CZECHOSLOVAKIA'S STAND AGAINST THE PRESSURE FROM THE SOVIET UNION AND THE OTHER WARSAW PACT COUNTRIES HAS BEEN SUPPORTED BY PRESIDENTS TITO OF YUGOSLAVIA AND CEASESCU OF RUMANJA, BOTH OF WHO WERE EXPECTED TO VISIT CZECHOSLOVAKIA SOON. THE ITALIAN COMMUNIST PARTY HAS ALSO BACKED MR. DUBCEK, AND FRENCH COMMUNIST PARTY LEADER M. WALDECK ROCHET TODAY ARRIVE IN PRAGUE.

    THE SOVIET UNION TODAY (FRIDAY) CLAIMED THAT A CACHE OF AMERICAN ARMS HAD BEEN FOUND NEAR PRAGUE, AND THE KREMLIN TALKED OF "AN AMERICAN PLOT".
