    THE COUNCIL HAS BEEN CONSIDERING AFRICAN PROPOSALS THAT BRITAIN SHOULD USE TO CRUSH THE ILLEGAL RHODESIAN REGIME OF MR. IAN SMITH. THEIR MOVE HAS BEEN OPPOSED BY BRITAIN, WHOSE DELEGATE WANTED TO DELAY UNITED NATIONS ACTION UNTIL EXPLORATORY TALKS WITH RHODESIAN OFFICIALS WERE ENDED.
