    Upper Volta marked the seventh anniversary of independence with a parade in Ouagadougou, the establishment of a national lottery, and a radio broadcast on the state of the nation by President Sangoule Lamizana.

    President Lamizana, during his speech, announced details of a three-year development programme designed to increase resources and to keep expenditure down.

    The plan had been approved by the Cabinet shortly before the announcement. It will concentrate on rural development and the improvement of communications, and will need the investment of 27,000 million CFA francs (GBP40 millions sterling).

    In a call to greater effort, the President said under-development was very much a matter of mental habit. If mental habits could be modernised, he said, it would be easy to modernise the country.

    Later in the day, the Minister of Finance and Commerce, Tiemoko Marc Garango, inaugurated a national lottery for Upper Volta. At a ceremony to mark the event, the President and members of the Diplomatic Corps bought the first tickets.
