    Kenya and Somalia have agreed to set up a joint commission to establish peace on their common border after several years of strained relations, which culminated in an armed attack on a Kenyan border post last month in which six Kenyans and seven Somalis died. Kenya claimed at the time that three thousand Somali troops were involved, but the Somali Government said they were rebels, and not official forces.

    SYNOPSIS: The agreement came after a week-long visit to Nairobi, the Kenyan capital, by a senior Somali delegation led by Vice-President Hussein Kulmie Afrah, on the right. Vice-President Daniel Arap Moi led the Kenyan talks team. In their joint statement, after talks including Kenyan Foreign Minister Munyua Waiyaki both sides said they regretted the loss of life in the border clash, which took place on the Kenyan-Ethiopian border where the three countries join.

    Somalia lies to the north of Kenya, and relations in the past have been strained by Somali claims to Kenya's northern territory. They've also been complicated by poor Somali-Ethiopian relations. After last month's clash, Kenya bitterly denounced Somalia. But the criticism was not repeated at the peace talks -- Vice-President Moi apparently accepting Vice-President Aref's statement that the forces were not government troops. The border-peace talks also produced an agreement to co-operate in other fields including commerce and culture.
