    BESET WITH ECONOMIC TROUBLES, MALTA - BRITAIN'S ISLAND FORTRESS IN THE MEDITERRANEAN - IS STRIKING OUT ON ITS OWN. THE ISLAND DESPERATELY NEEDS FOREIGN CAPITAL TO DEVELOP ITS FALTERING ECONOMY. MALTA'S PRIME MINISTER, DR. BORG OLIVIER, SOUGHT AID FROM BRITAIN - BUT FAILED TO GET IT DURING RECENT TALKS IN LONDON.

    AS A RESULT, DR. OLIVIER MADE AN IMMEDIATE DEMAND FOR INDEPENDENCE WITHIN THE COMMONWEALTH. HIS CABINET BACKED HIM. HE BELIEVES MALTA WILL BE IN A BETTER POSITION IF IT HAS FULL FREEDOM OF ACTION IN SHAPING THE FUTURE. AND HE IS TO APPLY FOR ASSOCIATE MEMBERSHIP OF THE COMMON MARKET.

    DURING THE PAST 150 YEARS, MALTA DEPENDED HEAVILY ON BRITAIN'S FIGHTING SERVICES - ESPECIALLY THE ROYAL NAVY. THEY WERE THE MAIN SUPPORT OF THE ISLAND'S PROSPERITY AND LIVING STANDARDS. BUT WITH THE PRESENT CHANGES IN BRITAIN'S DEFENCE ROLE, MALTA'S ECONOMY HAS HAD TO UNDERGO A FUNDAMENTAL CHANGE.

    THIS HAS BROUGHT UNEMPLOYMENT AND DISCONTENT. TO HELP IN THE TRANSITION, A FIVE YEAR PLAN WAS DRAWN UP. THE FORMER NAVAL DOCKYARD WAS CONVERTED INTO A COMMERCIAL SHIP REPAIR YARD... THE PORT OF VALETTA WAS MODERNISED. BUT THEY ARE NOT AS BUSY NOW AS IN THE HEYDAY OF BRITAIN'S NAVAL MIGHT.

    DR. OLIVIER BECAME PRIME MINISTER IN FEBRUARY THIS YEAR. LIBRARY FILM SHOWS THE MASS RALLY THROUGH THE STREETS OF VALETTA WHICH FOLLOWED THE TRIUMPH OF HIS NATIONALIST PARTY IN THE GENERAL ELECTION. HE WAS GIVEN A GREAT WELCOME EVERYWHERE.

    THE DOCKYARD IS NOW BEING RUN BY BAILEYS, A BRITISH SHIPPING FIRM. SINCE THEY TOOK OVER FROM THE ADMIRALTY IN 1959, THEY HAVE EXTENDED TWO OF THE DOCKS TO TAKE THE BIGGER TANKERS NOW BEING BUILT. THEY HAVE BUILT PLATE AND SHEET-METAL SHOPS. BUT BUSINESS IS FAR FROM GOOD. IN JUNE, HOWEVER, BAILEYS SHOWED THEIR FAITH IN THE FUTURE.

    THEY ANNOUNCED - MUCH TO THE RELIEF OF THE ISLAND'S 330,000 POPULATION - THAT THEY HAD NO INTENTION OF DISCHARGING ANY OF THEIR 6,000 EMPLOYEES. BUT OTHER INDUSTRIES ARE BADLY NEEDED IN CASE THE PRESENT WORLD SHIPPING SLUMP REALLY CLOSES THE DOCKYARD.
