    Background: Soviet President Leonid Brezhnev has accused the United States of trying to suppress developing countries, and to deprive them of any say on international affairs. He said Washington had launched a crusade against the communist world and newly-emergent countries in Africa and elsewhere. Mr. Brezhnev made these attacks at a Kremlin dinner for visiting Ethiopian leader Lieutenant-Colonel Mengistu Haile Mariam on October 12. The Soviet president said the US crusade was a serious threat to world peace. He also accused western powers of trying to encircle Africa with military bases. Colonel Mengistu and his party had arrived in Moscow on October 12. The following day the Ethiopian leader was to have talks at the Kremlin with Soviet Defence Minister, Marshal Dmitry Ustinov. The Soviet news agency Tass said the co-operation between the USSR and Ethiopia was an important element for peace on the Horn of Africa. Diplomatic sources said their talks had also touched on the supply of Soviet arms to Ethiopia.
