    INTRODUCTION In the Lebanese capital of Beirut on New Year's Eve, members of the largest Palestinian commando group, Fatah, celebrated 12 years of war against Israel.

    SYNOPSIS: The leader of Fatah and of the Palestine Liberation Organisation, the PLO, Yasser Arafat, headed the festival. It marked the planting of a mine on a road in Galilee that started the guerrilla war against Israel 12 years ago. Mr. Arafat took the salute from an estimated 600 fighting men and women.

    Battle-scared veterans and raw recruits, some of them not yet in their teens, were amongst the supporters. Since Fatha's first mining on the Galilee road, Palestinian statistics record more than 7,500 military operations against Israel. They range from lying mines to rocket attacks, ambushes and the hijacking of airlines by some groups. On the day of the festival a member of the P.L.O. said from ABU Dhabi that the organisation would welcome a voluntary link between a Palestinian state and any other Arab country.

    Mr. Mahmoud Abbas, who's one of the organisation's central council members stressed that the link would have to be voluntary. Mr. Abbas is touring the Arabian Gulf states to explain the P.L.O.'s policies.

    Recalling the Lebanese war, Mr. Arafat said the 'Imperialist - zionist conspiracy' had not ended. It would increase in ferocity, taking new forms, and concentrating on the Palestinian revolution.
