    TRANSCRIPT SEQ. 3:

MCCARTHY: A YEAR AND A HALF AGO THE PRESIDENT SAID WE WOULD FIGHT TWO WARS, AND WIN THEM BOTH.....(LAUGHTER). THE WAR ON POVERTY AT HOME, AND THE WAR IN VIETNAM. WE ALL KNOW TODAY THAT WE'RE FIGHTING ONE, BUT WE'RE NOT WINNING EITHER. (APPLAUSE).

    TRANSCRIPT SEQ. 7:

MCCARTHY: LET ME SAY THAT THERE'S NO ARRANGEMENT BETWEEN ME AND SENATOR KENNEDY ALONG THE WAY. I SAID THAT IF THE CONVENTION IF I COULD NOT WIN I WOULD RELEASE MY DELEGATES AND THEY COULD MAKE THEIR OWN DECISION - I DON'T THINK THAT MEANS VERY MUCH, BECAUSE THE KIND OF DELEGATES I'D HAVE PROBABLY WOULDN'T DO WHAT I TOLD THEM ANYWAY AT THAT POINT. (APPLAUSE). BUT IF THINGS STAND AS THEY DO NOW IN THE ISSUES, AND THE ONLY CHOICE TO ME AT THAT CONVENTION WAS THE ONE YOU POSED, I THINK THERE'S NO QUESTION THAT I WOULD HAVE TO SUPPORT SENATOR KENNEDY WHOSE POSITION HAS BEEN THE SAME AS MINE ALONG THE WAY.

Background: SENATOR EUGENE MCCARTHY YESTERDAY (19 MARCH) OPENED HIS PRESIDENTIAL CAMPAIGN IN WASHINGTON WITH A STRONG ATTACK ON PRESIDENT JOHNSON'S ALLEGED ALSO STRESSED THAT THERE WAS NO ARRANGEMENT NOR CONSPIRACY BETWEEN HIMSELF AND SENATOR ROBERT KENNEDY IN THEIR BIDS FOR DEMOCRATIC NOMINATION AS CANDIDATE FOR PRESIDENT OF THE UNITED STATES. HOWEVER, HE DID SAY THAT HE WOULD SUPPORT KENNEDY FOR NOMINATION SHOULD HIS OWN BID FAIL.

MCCARTHY, WHO IS THE PEACE CANDIDATE FOR THE SENATE OF MINNESOTA, WAS SPEAKING TO STUDENTS AT THE PREDOMINANTLY NEGRO HOWARD UNIVERSITY. THEY WERE QUESTIONING HIM ABOUT THE ENTRY OF SENATOR KENNEDY INTO THE NOMINATION RACE ON MARCH 17 - A DECISION WHICH APPARENTLY FOLLOWED SENATOR MCCARTHY'S SUCCESS IN COMING WITHIN 230 VOTES OF DEFEATING PRESIDENT JOHNSON IN THE NEW HAMPSHIRE PRIMARY.
