    COFFEE EXPERTS FROM ALL OVER THE WORLD MET IN MEXICO CITY ON WEDNESDAY (MAY 22) TO DISCUSS THE PROBLEM OF OVERPRODUCTION. THE MAIN TOPIC FOR THE TEN-DAY MEETING IS THE GOVERNING OF A MULTI-MILLION POUND DIVERSIFICATION FUND TO AID DEVELOPING NATIONS, CUT BACK PRODUCTION AND GROW OTHER CROPS.

    THE MEETING WILL ALSO LAY DOWN RULES FOR COMPULSORY PRODUCTION CONTROLS.

    THE 14-MEMBER EXECUTIVE BOARD OF THE INTERNATIONAL COFFEE ORGANISATION (ICO) REPRESENTS SEVEN COFFEE CONSUMING COUNTRIES AND SEVEN PRODUCING AREAS. THE SCHEMES ARE CONTAINED - IN BROAD OUTLINE - IN THE NEW INTERNATIONAL COFFEE AGREEMENT WHICH GOES INTO EFFECT IN OCTOBER, SUPERSEDING THE 1962 TREATY.

    UNDER THE TERMS OF THE DIVERSIFICATION FUND SCHEME COUNTRIES EXPORTING MORE THAN 100,000 SIXTY KILO (132 POUND) BAGS A YEAR WILL BE LEVIED 60 U.S. CENTS (FIVE SHILLINGS STERLING) PER BAG IN EXCESS OF THAT AMOUNT. THE MONEY WOULD GO TO THE DIVERSIFICATION FUND. IN ADDITION, CONSUMING COUNTRIES WILL MAKE VOLUNTARY CONTRIBUTIONS. THE BOARD'S MAIN CONSIDERATION IS HOW THIS MONEY CAN BEST BE SPENT.

    THE CONFERENCE, HELD IN THE MEXICAN FOREIGN OFFICE, WAS OPENED BY MEXICAN MINISTER OF AGRICULTURE JUAN GIL PRECIADO.
