    CALLING FOR A STREAMLINING OF EUROPEAN INSTITUTIONS, HE SAID THEIR MULTIPLICITY AND THE REPETITIVE DEBATES AT PARLIAMENTARY MEETINGS, WHICH HAVE BEEN CRITICISED, MUST BE REMEDIED.

    THIS, HE ADDED, COULD ONLY PROCEED WHEN WESTERN EUROPE WAS ORIENTED TOWARD A STABLE REGIME - AND THIS DEPENDED ON CONCLUSION OF CURRENT NEGOTIATIONS FOR AN ENLARGED COMMON MARKET.
