CHIBAEV, THE RUSSIAN COMMERCIAL REPRESENTATIVE IN AMSTERDAM, AND MR. A.D. POPOV, SECOND SECRETARY AND PRESS ATTACHE OF THE SOVIET EMBASSY AT THE HAGUE.

    THE NETHERLANDS GOVERNMENT'S DECISION TO DECLARE THE TWO MEN PERSONAL NON GRATAE AND TO EXPEL THEM FOLLOWED AN INCIDENT AT SCHIPHOL AIRPORT, AMSTERDAM, OCT 9, WHEN SOVIET EMBASSY OFFICIALS AND DUTCH POLICE FOUGHT WITH FISTS BEFORE THE DEPARTURE FOR MOSCOW OF MRS. ALEXEI GOLUB, WHOSE SCIENTIST HUSBAND LEFT A PARTY OF RUSSIANS TOURING HOLLAND AND ASKED THE DUTCH AUTHORITIES FOR POLITICAL ASYLUM. MRS. GOLUB REFUSED TO STAY WITH HER HUSBAND, WHO WAS GRANTED ASYLUM AND SHE FLEW BACK TO MOSCOW.

    THE GOVERNMENT ALSO DECLARED MR. PONOMARENKO, THE SOVIET AMBASSADOR IN HOLLAND, PERSONA NON GRATA. MR. PONOMARENKO LEFT FOR MOSCOW OCT 12 TO ATTEND THE SOVIET COMMUNIST PARTY CONGRESS.

    THE GOVERNMENT ALSO DECLARED MR. PONOMARENKO, THE SOVIET AMBASSADOR IN HOLLAND, PERSONA NON GRATA. MR. PONOMARENKO LEFT FOR MOSCOW OCTOBER 12 TO ATTEND THE SOVIET COMMUNIST PARTY CONGRESS. IN MOSCOW, IT WAS ANNOUNCED, OCTOBER 13, THAT THE DUTCH AMBASSADOR THERE, MR. HENRI ARNOLD HELB, COULD NO LONGER REMAIN IN THE SOVIET UNION.
