GOLDA MEIR WAS SWORN IN AS PRIME MINISTER OF ISRAEL YESTERDAY (17 MARCH) AFTER WINNING APPROVAL FROM THE KNESSET (PARLIAMENT) FOR A POLICY OF SAFEGUARDING SECURITY WHILE STRIVING FOR PEACE THROUGH DIRECT NEGOTIATIONS WITH THE ARAB STATES. MRS. MEIR, A 70-YEAR-OLD GRANDMOTHER AND ISRAEL'S FIRST WOMAN PREMIER, WAS SUPPORTED IN THE KNESSET BY 84 VOTES TO 12.

    MR. DAVID BEN-GURION, THE 82-YEAR-OLD ELDER STATESMAN. ABSTAINED IN THE VOTING. LATER HE TOLD THE HOUSE THAT MRS. MEIR HAD SOUGHT TO CONCEAL THE "MORAL BLEMISHES" THAT LED SOME LABOUR PARTY LEADERS TO TRY TO OUST HIM DURING HIS PRIME MINISTERSHIP.

    MR. MUADI, LEADER OF THE DRUSE COMMUNITY, A MINORITY RELIGIOUS GROUP, WAS AMONG THOSE WHO ASSURED MRS. MEIR OF THEIR SUPPORT.

    YESTERDAY'S CEREMONY BROUGHT MRS. MEIR TO POWER ONLY 19 DAYS AFTER THE DEATH OF THE LATE PREMIER LEVI ESHKOL. MRS. MEIR PRESENTED TO THE KNESSET A CABINET UNCHANGED FROM MR. ESHKOL'S COALITION FORMED AFTER THE ARAB-ISRAELI WAR OF JUNE 1967.

    IT INCLUDES THE TWO GENERALS WHO WERE WIDELY TIPPED AS POSSIBLE SUCCESSORS TO MR. ESHKOL, DEFENCE MINISTER MOSHE DAYAN AND DEPUTY PREMIER YIGAL ALLON, WHO IS RESPONSIBLE FOR IMMIGRATION. ALSO SHOWN IS MR. MENAHEM BEGIN, MINISTER WITHOUT PORTFOLIO.
