    VOTERS IN SWEDEN ARE GOING TO THE POLLS ON SEPTEMBER 20 IN AN ELECTION OF MEMBERS TO THE SECOND CHAMBER OF THE SWEDISH PARLIAMENT. THE CAMPAIGN IS IN FULL SWING WITH POSTERS AND PAMPHLETS BEING WIDELY CIRCULATED. OUTDOOR MEETINGS TOO ARE WELL ATTENDED. THE ELECTION IS BEING MAINLY FOUGHT ON THE HOUSING PROBLEM WHICH THE OPPOSITION PARTIES CLAIM IS ACUTE. THE RULING SOCIAL DEMOCRATS, THE OPPOSITION GROUPS CLAIM, IS FAILING TO KEEP UP WITH THE DEMAND FOR NEW HOMES.

    THE SOCIAL DEMOCRATS HAVE BEEN IN POWER IN SWEDEN FOR THIRTY-TWO YEARS AND IN THE LAST ELECTION - IN 1960 - WERE RETURNED WITH A LARGE MAJORITY. AT PRESENT THEY HOLD 114 SEATS IN THE SECOND CHAMBER. OTHER PARTIES WITH REPRESENTATIVES IN THE CHAMBER ARE THE LIBERALS (40 SEATS), CONSERVATIVES (39 SEATS) CENTRE (34 SEATS) AND THE COMMUNISTS (5 SEATS).

    THE SOCIAL DEMOCRAT PARTY IS ONE BELIEVING FIRMLY IN FREE ENTERPRISE. IN ITS THIRTY-TWO YEARS OF OFFICE IT HAS NATIONALISED ONLY ONE PER CENT OF THE NATION'S INDUSTRY, PREFERRING TO WORK THROUGH RATHER THAN AGAINST PRIVATE ENTERPRISE. THERE ARE 232 MEMBERS IN THE SECOND CHAMBER AND EVERY MAN AND WOMAN OVER TWENTY-ONE IS ALLOWED TO VOTE. THE COUNTRY IS DIVIDED INTO 28 CONSTITUENCIES EACH OF WHICH ELECTS FROM THREE TO TWENTY-FIVE MEMBERS ACCORDING TO THE SIZE OF ITS POPULATION.
