Background: Carlos Romulo has stepped down as Philippine Foreign Minister at the age of 85. He's suffering from a number of ailments and faces surgery in the coming weeks. During his many years as foreign minister, Romulo opened relations with a number of Communist countries, and helped to form the Association of South East Asian Nation (ASEAN). In recognition of his service to the country, President Marcos has made Romulo a Hero of the Republic. His final formal cabinet meeting took place in his home at Dasmarinas village on January 13. Ministers attending the meeting included Transport Minister Jose Dans and Trade Minister Roberto Ongpin. After receiving farewell gifts, Romulo gave an emotional speech. He said, "public service is not so much a profession as it is a vocation". He told reporters, "I shall be happy just to be an onlooker for change to read books and write my memoirs".
