    SILENCE FROM THE ASSEMBLED DELEGATES GREETED AN APPEAL BY THE SOUTH AFRICAN DELEGATE NOT TO EXCLUDE HIS COUNTRY FROM THE INTERNATIONAL ATOMIC ENERGY AGENCY CONFERENCE WHICH OPENED IN VIENNA TODAY (TUESDAY).THEN, MR.DADZIE OF GHANA SAID HIS DELEGATION ACCEPTED THE APPEAL " AT LEAST FOR THE TIME BEING." HE ADDED THAT AT THE SAME TIME HE DID NOT WANT IT THOUGHT THE GHANA CONDONED "ATROCITIES" COMMITTED IN SOUTH AFRICA AGAINST MILLIONS OF AFRICANS.

    THE CONFERENCE LATER ELECTED AS ITS PRESIDENT MR.PERERA OF CEYLON, AFTER THE MEETING HAD BEEN OPENED BY DR.BAFFOUR WHO SAID: "THE TASK BEFORE THE AGENCY TRANSCENDS ALL POLITICAL ELEMENTS".HE HOPED FOR RESTRAINT IN EXPRESSING POLITICAL OPINIONS.

    DELEGATES FROM ALL OVER THE WORLD HAVE BEEN ARRIVING DURING THE PAST FEW DAYS FOR THE CONFERENCE - IT IS THE SEVENTH - WHICH IS EXPECTED TO ACCEPT THREE NEW MEMBER STATES: NIGERIA, IVORY COAST AND GABON.THEY WILL JOIN THE EXISTING 82 MEMBERS.OBSERVERS SAY THAT RECENT IMPROVEMENTS IN EAST-WEST RELATIONS ARE LIKELY TO BE REFLECTED BY PROPOSALS ON THE AGENDA - AMONG THEM A CHANGEOVER FROM ANNUAL TO BIENNIAL PROGRAMMING WHICH WILL REDUCE COSTS.
