    "A nation which surrenders to crime either by indifference or by heavy-handed repression is a society which has resigned itself to failure. We must apply modern technology especially to find effective force which does not maim and does not kill. There are too many situations whether in the midst of mass disturbances or on a lonely street on a dark night where police are now faced with a choice--with the use of deadly force which may be out of proportion to the offense committed or doing nothing at all. Surely, advanced research, properly support against by the federal government can develop incapacitating agents which bring all defendants to trial and insure that all of them do have a trial."
