    Background: Twenty Arab Foreign Ministers met in New York, the United States, on Tuesday (28 September) to coordinate a united approach on Middle East problems to be discussed in the new session of the United Nations General Assembly. They also considered a call from this year's Non-Aligned nations summit for an oil boycott on France for its arms sales to South Africa.

    SYNOPSIS: The meeting took place at the Arab League Mission. The Middle East is likely to be a major topic for discussion at the United Nations as the civil war continues in Lebanon. The war has created differences between some Arab states. The Foreign Ministers were trying to overcome those differences to present a united front.

    The oil boycott on France was proposed during the summit of Non-Aligned countries that took place in Sri Lanka in August. A declaration condemned an agreement by the French government to provide nuclear reactors to South Africa. France has also sold military equipment to South Africa in the past and the Sri Lanka conference called on the United Nations Security Council to impose a mandatory arms embargo to prevent such sales. All but two members of OPEC -- the Organisation of Petroleum Exporting Countries -- are also members of the non-aligned group. Any oil boycott would severely affect France.
