    Background: GENERAL DE GAULLE HAS DECIDED TO DONATE 1-MILLION FRANCS FROM THE FRENCH MILITARY BUDGE FOR 1964 TO THE ESTABLISHMENT OF THE ANTI-CANCER INSTITUTE, AN INTERNATIONAL ORGANISATION FORMED IN DECEMBER. THIS WAS ANNOUNCED AT YESTERDAY'S MEETING OF THE INSTITUTE BY FRANCE'S HEALTH MINISTER, M. RAYNOLD MARCELLIN. THE TWO-DAY MEETING IS BEING ATTENDED BY REPRESENTATIVES FROM FRANCE, THE UNITED STATES, WEST GERMANY, ITALY, BRITAIN AND UNESCO.

    THE MEETING OF THE INSTITUTE IS THE SECOND HELD BY THE ORGANISATION AND IS PRIMARILY INTERESTED IN MONEY-RAISING METHODS TO FINANCE ITS PLANNED ACTIVITIES. M. MARCELLIN SAID EXPENSES FOR THE PROJECT WERE ESTIMATED AT THREE AND A HALF MILLION FRANCS FOR 1964.

    (AMONG THE DELEGATES REPRESENTING FRANCE WAS PROFESSOR PIERRE DENOIX, DIRECTOR OF THE GUSTAVE ROUSSY CANCER RESEARCH INSTITUTE, WHO ARRANGED TO HAVE TESTS MADE OF THE SERUM PRODUCED BY M. GASTON NAESSENS. THE SERUM, REPUTEDLY FOR THE TREATMENT OF LEUKAEMIA, WAS LATER DESCRIBED AS "USELESS".)
