    THE UNITED STATES YESTERDAY (MONDAY) HANDED BACK TO THE MOROCCAN GOVERNMENT ITS LAST TWO AIR BASES IN MOROCCO -- AT NOUASSEUR NEAR CASABLANCA, AND AT KENITRA, 26 MILES (41 KM) NORTH OF RABAT.AT KENITRA, WHERE THE MAJOR CEREMONY WAS HELD, THE AMERICAN AMBASSADOR, MR.FERGUSON, PRESENTED THE KEY OF THE BASE TO THE MOROCCAN FOREIGN MINISTER, MR.AHMEND GUEDIRA.

    ORIGINALLY HOLDING FIVE AIR BASES, THE UNITED STATES AGREED IN 1959 TO EVACUATE THEM BEFORE THE END OF THIS YEAR, AFTER SPENDING 400 MILLIONS DOLLARS ON EQUIPPING THEM SINCE 1951.THE OTHER THREE HAD ALREADY BEEN GIVEN UP.

    MR.GUEDIRA, ON FORMALLY TAKING POSSESSION OF KENITRA, A NAVAL AIR BASE, INDICATED THAT U.S.NAVAL PERSONNEL WOULD STAY BEHIND TO TRAIN MOROCCANS, WITH THE BASE ITSELF CONTINUING UNDER MILITARY USE.PART OF THE NOUASSEUR BASE IS TO BE CONVERTED INTO A MAJOR CIVIL AIRPORT.
