    ISRAEL'S PRIME MINISTER, MRS GOLDA MEIR, YESTERDAY (MONDAY) PRESENTED HER NEW 24-MEMBER CABINET TO THE CABINET TO THE KNESSET, THE ISRAEL PARLIAMENT. SHE AFFIRMED THAT THE NEW GOVERNMENT WOULD CONTINUE TOP STRIVE FOR A NEGOTIATED PEACE WITH ISRAEL'S ARAB NEIGHBOURS, TO BE BASED ON SECURE, RECOGNISED AND BOUNDARIES. ONLY DIRECT TALKS BETWEEN THE COUNTRIES CONCERNED COULD BRING A LASTING PEACE, SHE SAID.

    THE DAY'S PROCEEDING BEGAN WITH THE FORMAL SIGNING OF THE COALITION AGREEMENT. THE NEW CABINET IS THE LARGEST AND PROBABLY THE YOUNGEST IN ISRAEL'S HISTORY (AVERAGE AGE: 58). IT IS FIRST COALITION WITH AN AGREED LABOUR DOMINANCE, AND COMMANDS THE ALLEGIANCE OF 102 OF THE KNESSET'S 120 MEMBERS.

    THE AGREEMENT SIGNED, THE 24 CABINET MEMBERS ASSEMBLED FOR THEIR FIRST MEETING. AN HOUR LATER MRS MEIR ENTERED THE KNESSET TO GIVE MEMBERS AN OUTLINE OF THE GOVERNMENT'S POLICY.

    MRS MEIR SAID THE COUNTRY'S CRUCIAL PROBLEM WAS THE REFUSAL OF THE ARAB RULERS TO CHANGE THEIR BASIC ATTITUDE TOWARDS ISRAEL'S EXISTENCE,. "THE ARAB STATES", SHE SAID, "HAVE CONTINUED TO SEE ISRAEL ONLY AS AN OBJECT OF HOSTILITY, NOT AS A PARTNER IN A DIALOGUE OF PEACE."
    "ANY INTERNATIONAL ATTEMPT TO ABSOLVE THE ARAB LEADERS FROM THE RESPONSIBILITY TO SEEK PEACE MAKES THEM MORE OBSTINATE IN THEIR REFUSAL AND PERPETUATES THE TENSION", SHE CONTINUED.

    MRS MEIR SHARPLY REJECTED THE SOVIET UNION AS PEACEMAKER; SHE SAID SOVIET RESPONSIBILITY FOR THE WAR OF 1967 "BARELY FALLS SHORT OF THAT OF THE ARAB LEADERS."
    MRS MEIR ALSO RULED OUT FRANCE AND BRITAIN AS INDEPENDENT ARBITRATORS: "THEY HAVE NO RIGHT TO ADJUDICATE OUR ESSENTIAL INTERESTS", SHE SAID.

    S1HE PAID TRIBUTE TO THE FRIENDSHIP AND AID OF THE UNITED STATES BUT CRITICISED RECENT REMARKS BY U.S. SECRETARY OF STATE WILLIAM ROGERS AS INDICATING A "GRADUAL EROSION" IN THE AMERICAN STAND.
