    THE TRIAL OF THE FIRST TWENTY-ONE OF MORE THAN 100 PEOPLE WHO HAVE ADVOCATED NEGOTIATIONS BETWEEN SOUTH VIETNAM AND THE VIET CONG TO END HOSTILITIES IN THE COUNTRY BEGAN IN SAIGON YESTERDAY (MONDAY). THE ACCUSED, KNOWN LOCALLY AS 'PEACEMEN', INCLUDE LAWYERS, UNIVERSITY LECTURERS, STUDENTS, BUSINESSMEN AND GENERAL WORKERS. THEY ARE MEMBERS OF TWO BANNED PEACE ORGANISATIONS.

    THE SOUTH VIETNAM GOVERNMENT CLAIMS THAT THE APPEALS OF THE 'PEACEMEN' HAVE UNDERMINED THE UNITY WITHIN THE ARMED FORCES AND HAVE DAMAGED THE ANTI-COMMUNIST SPIRIT OF THE PEOPLE AND HARMED NATIONAL SECURITY. THEY HAVE BEEN CHARGED EITHER WITH UNDERMINING SECURITY OR SUBVERSION.

    THEIR TRIAL IS BEING HELD BEFORE A SPECIAL MILITARY TRIBUNAL.
